Installation of electric vehicle charging stations in countries around the world.

Recognizing electric vehicles as a necessary trend for clean energy, many countries have early on issued mandatory regulations for building infrastructure for electric vehicles.

Europe: Charging stations are a mandatory requirement.

In the EU, in 2022, pure electric vehicles set a sales record by capturing 12.1% of the car market, a sharp increase from 1.9% in 2019.

The countries with the highest share of new electric cars are Norway (86%), Iceland (64%), Sweden (47%), Denmark (35%), and Finland (32%).The European Commission (EC) sees electric vehicles as the “key” to greening transport, with the goal of achieving net-zero emissions by 2050.

European countries are also quickly taking action to realize the vision of a “zero-emission continent.” On November 22, 2021, the UK enacted a law requiring all new buildings and constructions such as supermarkets, offices, and refurbished buildings with more than 10 parking spaces to install electric vehicle charging stations.

Under this new regulation, around 145,000 charging points will be installed in the UK each year, helping the country achieve its goal of stopping the sale of internal combustion engine cars by 2030. Meanwhile, in early March 2023, Germany announced a bill that would require the installation of electric vehicle charging stations in apartment buildings.

For existing buildings, the building owner/condo owner who wants to install charging stations will not need the consent of all tenants, unless it affects common property.

For new construction, the draft law requires the installation of EV charging infrastructure in buildings with six or more apartments, with a 20% parking space quota.

In Canada, British Columbia is leading the way, with 20 cities mandating that apartment buildings and townhouses must be equipped with electric vehicle infrastructure.

In 2018, Vancouver amended its bylaw, increasing the requirement for new mixed-use building parking spaces to be electric vehicle ready from 20% to 100%.
In the United States, the California Green Building Standards Code (2019) requires that during the construction of residential buildings with private garages or multi-unit residential, commercial and public buildings, developers must pre-wire to install electric vehicle charging stations.

The code also requires that all commercial buildings provide 3% of total parking spaces with electric vehicle charging infrastructure.

Thanks to these strong measures, California has quickly become the “electric vehicle capital” of the United States, with a goal of phasing out sales of gasoline-powered cars by 2035.
Earlier, in November 2017, Atlanta, the ninth-largest metropolitan area in the United States, passed the “Ready for Electric Vehicles” ordinance, requiring that all new residential developments and public parking lots be capable of accommodating electric vehicles, and that all residential and mixed-use buildings be equipped with the necessary infrastructure to install charging stations.

Similarly, Oregon’s recent electric vehicle development strategy also includes mandatory requirements for constructing “EV-friendly” buildings.

Asia: “The rising force” with strong moves.

According to McKinsey research, it is not North America or Europe, but Asia that is the largest electric vehicle market in the future with leaders such as China, Japan, and India.

In a recent move, the Tokyo government (Japan) has mandated that all new condominiums must have infrastructure for electric vehicles installed.

Specifically, new condominiums need to ensure that a minimum of 20% of parking spaces are equipped with charging stations by 2025.

This is part of Tokyo’s efforts to increase the number of charging stations in condominiums – where 70% of the population lives – by 150 times and increase electric vehicle sales to 50% of new car sales by 2030. New Delhi (India) has also introduced a regulation that 20% of the capacity of parking lots in new residential and commercial complexes must be equipped with electric charging infrastructure.

Meanwhile, South Korea is planning to amend the law to require that new residential apartments have at least 5% of parking spaces equipped with electric vehicle charging stations.

The current rate for existing condominiums is 2%.

China is also showing its ambition to lead the electric mobility revolution. The country of one billion people plans to build enough charging stations for 20 million electric vehicles by 2025.

Specifically, China’s 14th Five-Year Plan requires 100% of new residential areas to provide charging stations and all existing complexes to convert parking spaces to support electric vehicles where possible. In fact, the electric vehicle charging system is a crucial foundation for realizing the roadmap to completely stop the circulation of internal combustion engine cars in many countries.

According to many experts, infrastructure regulations for green vehicles will help governments achieve their commitment to net-zero emissions quickly, returning a truly healthy atmosphere to humanity.
